Every assessment judgement an RTO makes is a public statement: this person can do this work to the standard the industry has specified. A qualification is worth exactly what that statement is worth. When judgements rest on thin evidence, or on evidence that does not actually show the skill, the value of the qualification erodes for everyone who holds it.
That has always been true. What changed on 1 July 2025 is how the regulator expresses the expectation. The 2025 Standards moved from a largely prescriptive, input-focused model to an outcome-focused one. Each standard now states an outcome to be achieved, with performance indicators the RTO must demonstrate.
For assessment design this cuts both ways. There is more room to build an approach that suits your cohort and your industry. There is also nowhere to hide: you can no longer evidence compliance by producing a completed form. You have to show the judgement was sound and explain why.
